Metropolitan Detention Center
In Morganti v. The United States, CPMI provided consulting services to the Federal Bureau of Prisons during construction of a $100 million, 14-story detention center. Our team provided a pre-termination assessment of construction status and evaluation of the revised schedule, then, post-termination, provided the U.S. Department of Justice with delay analysis, issue studies, and discovery assistance. CPMI prepared an expert report, which included analysis of the key technical issues (the design, manufacturing and installation of metal cell panels, security windows, precast panels, security electronics, concrete defects, and chillers) and a detailed CPM schedule analysis of the impact of technical issues and changes on the project. CPMI provided expert testimony at trial in the U.S. Court of Federal Claims. The court upheld the default termination.
