Charles W. DeVinney
Senior Associate
Charles DeVinney has 12 years of experience in construction management, scheduling, and claims analysis. He is knowledgeable in critical path method (CPM) scheduling, damages assessment, project controls, site logistics and construction from project initiation to completion. He provides data analysis and development of graphics to support analyses for construction management, delay claims and litigation.
Charles is especially knowledgeable in highway and transportation project analysis, based on seven years of experience as a project engineer, scheduler and inspector on transportation projects. In addition to his highway and transportation knowledge, he also worked on bridge design and municipal engineering contracts and has worked with the Army Corps of Engineers to develop environmental mitigation plans.

Project Highlights
Hurricane Sandy Waterfront Repairs — Evaluated delays on behalf of contractor on a $10 million facilities repair and reconstruction project to perform repairs due to damages from Hurricane Sandy. Work included repairs for the marina, public beaches, recreational dive park, and wave protection and erosion protection. Analyzed contemporaneous schedule updates for discrepancies between electronic data and submitted schedules in preparation for delay analysis.
Delaware River Bridge — Developed and submitted schedule updates and scheduling support for the Contractor for the repainting of an existing 1.25-mile bridge under live traffic. Developed several time extension requests for the Contractor. The Project was impacted by a 71 calendar day suspension of work, weather impacts, and design changes.
Highway Widening and Reconstruction Project — Performed duties of construction engineer and office engineer for a $26 million multi-year reconstruction project involving the widening 5 miles of Route 202, erecting noisewalls, and upgrading drainage. Tracked submittals, generated project correspondence, analyzed costs and workoff rates, and resolved project issues. Also performed constructability reviews on structures, traffic control plans, erosion and sedimentation plans.
