Helen Young Lagman has over 15 years of experience in the construction industry. She has provided dispute resolution services, litigation support and expert testimony on domestic and international construction claims. Her project experience includes oil and gas, wastewater treatment plant, transportation, power, military housing, government facilities, hotels and university projects. Helen utilizes CPM scheduling techniques to evaluate schedule performance and quantify time impacts.  She also supports claims investigation assignments by performing assessments of merit on technical issues and in the evaluation of damages. Prior to CPMI, Helen provided risk management and insurance brokerage services on a portfolio of over $6 billion in large capital construction projects with a specialization in Owner and Contractor Controlled Insurance Programs (OCIPs / CCIPs).

Project Highlights
Oil and Refined Product Pipeline Project – Delivered a detailed entitlement analysis of a $4.3 million added value electrical claim as part of a $500 million claim on a $1.35 billion oil and refined product pipeline project in Mexico.

Wastewater Treatment Plant – Provided an assessment of the damages impacting the contractor due to the quality of the project contract documents on a 36-acre site in Brooklyn, NY that treats wastewater from a combined sewer service area of approximately 25.4 square miles.

Military Housing Neighborhood Project – Provided the proof of loss on a subcontractor default claim for an insurance carrier on a military housing development in North Carolina. The project included site excavation work, roadways, sanitary drainage work, and other subsurface and infrastructure.

County School District Project – Assisted in the quantification of damages suffered by a school district in the contracted management of two construction programs – which included the building of ten new schools, a warehouse, classroom additions at 34 schools and renovation and, secondarily, the modifications to 132 schools, and a Phase 2 of 157 projects. The analysis included $86 million in calculated damages.

University Building Project – Provided the delay analysis for a state university on the construction of a new $81.2 million academic building. The evaluation included an assessment of schedule modifications/evaluations made by the terminated general contractor, the completion contractor, the owner’s representative, and the schedule analysis of the consulting company obtained by the terminated contractor’s bonding company.

Luxury Hotel Renovation Project – Represented the owner in the quantification of $42.6 million in damage due to scheduling delays and back charges, and $9.1 million identified in overpayment for a hotel, lobby, and luxury suite renovation project in New York, NY.
