Joe Haines has over 40 years’ experience in the construction industry, focusing on both estimating and managing complex heavy civil construction projects.  In his role as estimator, he worked on projects ranging from several hundred thousand dollars to over one billion dollars, and has been lead estimator on projects up to two hundred million dollars.  In his role as project manager, he has managed all aspects of projects up to one hundred and sixty million dollars. He is experienced in budgeting, purchasing, planning, schedule development and maintenance, document control, payment processing, cost and production reporting, productivity improvement, change order management, claims development and resolution and closeout.

Project Highlights
Commuter Rail Viaduct Rehabilitation Project – Managed all aspects of the reconstruction of an $8 million dollar two-track commuter rail viaduct, including estimating, budgeting, scheduling document control, quality control. The project included structural repairs to the viaduct, complete de-leading and repainting of the viaduct, reconstruction of station platforms and historic stair tower, waterproofing of viaduct and construction of ballasted continuous welded rail.  All rail service-related operations were completed within a three month shutdown. The project was completed on time.

PA Turnpike Roadway Tunnel Rehabilitation Project – Managed of all aspects of the $6.3 million rehabilitation of the roadway tunnel. The project included the installation of waterproofing, installation of in-wall drainage, reconstruction of tunnel roadway, including road drainage and cleaning and staining of all exterior portal surfaces. The project required coordination of separate electrical and mechanical prime contractors. The tunnel roadway reconstruction was completed within a one month shutdown of the roadway.  The shutdown and the project were completed on time.

Pumping Station Construction Project – Managed all aspects of the construction of a $7 million, 54 million gallon per day sewage pumping station adjacent to Cooper River. The project included 40-foot deep supported excavation adjacent to a river, in addition to all the structural, architectural, electrical, mechanical, plumbing, HVAC and control and telemetry work required for a complete, automated pump station. The project was completed on time.

PA Turnpike Road and Bridge Reconstruction and Widening Project – Managed all aspects of the construction of a six mile, $160 million dollar reconstruction and widening of a portion of the PA Turnpike, including reconstruction of five bridges and the most heavily traveled interchange on the Turnpike. The project involved staged construction, tight right-of-way, restricted access to the work, and a compressed construction schedule. The project included significant quantities of Reinforced Earth wall, Reinforced Soil Slope Wall, and Precast Sound Wall. The project was completed on time.
