Light Rail

The design professional on a $1.3 billion design-build light rail project retained CPMI to assist in presenting additional costs against both the design-build contractor and the authority and to evaluate a $360 million claim that had been filed against the design professional. The project entailed construction of 13 kilometers of rail line, related utilities, roadways, drainage works, site stabilization works, adjacent land tie-ins, and 26 light rail vehicles. CPMI conducted a critical path method (CPM) schedule delay analysis and an analysis and assessment of disruption damages. Our team identified the cause of project delays, quantified the delays, and attributed them to the responsible party. CPMI authored affirmative and defensive expert reports of findings for mediation and arbitration and prepared joint expert reports for delay and damages on both affirmative and counterclaims. Our team participated in hot-tubbing in front of the tribunal and testified on affirmative and counterclaims for delay and damages at the hearing.
