Robert has more than 30 years of experience in the analysis of construction claims and CPM scheduling.  He has prepared expert reports and provided expert testimony in deposition, arbitration and has been named the scheduling delay expert in trial cases.  He has also presented his analyses at mediation and before dispute review boards.  In addition to his construction claims expertise, Robert is highly skilled in the development and maintenance of detailed CPM schedules for the construction of large-scale construction projects that have included high-rise construction, waste-water treatment plants, residential and commercial buildings and transportation projects.

Project Highlights
Waste Water Treatment Plant – Prepared a detailed schedule delay analysis on behalf of the general construction prime for the $300 million solids handling facility addition of the overall water pollution plant upgrades.  The project incurred a delay of 4.5 years due to numerous changed conditions.  The delay analysis was presented at a settlement conference at the New York City’s Comptroller’s office.  Following the delay analysis presentation, the contractor’s $90 million claim was successfully negotiated at the settlement conference.

Hotel Expansion and Renovation – Performed a detailed schedule delay analysis and prepared an expert report on behalf of the project architect 3rd party defendant in a multi-party claim initiated by the general construction contractor’s $20 million claim and subsequent Owner counter-claim of $19 million against both the general contractor and architect.  Provided expert testimony in deposition and arbitration.  The case was settled with the arbitration panel making a very favorable settlement on behalf of the client.

High-Level Bridge Project – Evaluated the contractor’s claim and performed a detailed schedule delay analysis in the construction of new $40 million bridge that replaced an existing bascule bridge in New Jersey.  Work was performed on behalf of the New Jersey Department of Transportation (NJDOT) through the State’s Attorney General’s Office.  Prepared and presented the delay analysis at a disputes review hearing and presented at mediation.

Maricopa County Juvenile Detention Center – Performed a detailed schedule delay analysis and prepared an export report on behalf of the structural steel designer 5th party defendant in a multi-party claim initiated by the general construction contractor’s $18 million claim.  The case was settled with the arbitration panel making a very favorable settlement on behalf of the client.
