Kevin Ecker has over 15 years of experience in planning, scheduling, construction, manufacturing, project management and leadership in both the private and public sectors. His portfolio of successful projects include residential, commercial, industrial, and nuclear facilities as well as capital equipment design and manufacturing. Core responsibilities included monitoring costs, tracking critical path activities and actively driving team engagement to meet schedule and project goals. Before joining CPMI, Kevin served as a Senior Project Manager for an engineering firm where he lead a multi-discipline team in development, engineering and fabrication of storage and transportation systems for spent nuclear fuel. He has been a leader on spent nuclear fuel storage program implementation & expansion, procedure development, and subcontractor management. Prior to that, he spent several years as a Project Manager and Project Engineer for construction management firms in the Philadelphia region responsible for overall success of the project and for ensuring all work was completed on time and under budget. He has extensive experience in all aspects of project management including budgeting costs, subcontractor negotiations, onsite implementation, adherence to contract documents, and schedule control.

Project Highlights

Canal Expansion Project – Retained by the U.S. Army Corps of Engineers to evaluate and assess the claims submitted by the contractor regarding the construction of access roads, canal improvements and bridge improvements. Performed an independent analysis of the contractor’s modified total cost claim and quantification of damages. Performed issue analyses, assessed damages, prepared graphics, and completed an expert report to assist the owner in its defense.

Pharmaceutical Manufacturing Facility – Supported the mechanical subcontractor’s claim associated with the construction of a Cell Therapy Manufacturing Facility. Evaluated the effects of disruption and extended overtime on the project. Performed an inefficiency analysis to determine the loss of productivity incurred by the subcontractor and the accompanying cost impacts. Assisted the client during mediation of the claim which ultimately lead to a successful settlement.

HI-STAR 80 Spent Nuclear Fuel Transportation Cask System – Served as the senior project manager for the project which included the design, licensing, engineering and manufacturing of a first of a kind, high heat load, high burnup spent nuclear fuel transportation cask system for management of Sweden’s spent nuclear fuel inventory. Scope of supply included transportation casks, transfer equipment, heavy lifting equipment, and operational & maintenance equipment. The system was licensed by both the United States Nuclear Regulatory Commission and the Swedish Radiation Safety Authority.

Southern Nuclear Company Dry Cask Storage Program – Worked as the senior project manager for the supply of all dry fuel storage systems and equipment to the Southern Nuclear Company nuclear fleet. Manufacturing and delivery of over 50 dry fuel storage systems across three nuclear plants including engineering and on-site pool to pad loading services. The project also included implementation and start-up of the Dry Storage Program and Independent Spent Fuel Storage Installation at Vogtle Electric Generating Plant. This included operational procedure development, dry-run training, and facility operational support as well as design, manufacturing and delivery of all ancillary equipment.

Project HOME Connelly House – Served as the project manager for the construction of a new 79-unit, 63,000 square foot affordable housing building in downtown Philadelphia. The LEED Silver project included demolition of the existing building, underpinning of an adjacent historical church, and construction of a new seven-story mid-rise building using precast hollow core concrete plank and prefabricated exterior wall panels.
