Yuxin Zhou


Yuxin Zhou has experience in project management, project controls, and claims analysis. She specializes in the area of CPM scheduling, delay, and disruption claims analysis. Prior to joining CPMI, she worked full time on-site providing construction management and quality control on a $365 million design-build highway interchange improvement project. She has various project experience in highway, bridge, railroad, airport, high-rise, water treatment facility, stadium, and residential projects. Yuxin also has research experience and publications in the area of Design Professional Liability, Contract Management, and Innovative Project Delivery. Yuxin is fluent in English and Chinese (Mandarin).

Project Highlights

Highway Bridge/Interchange Project – Provided construction management service for quality control of the $365 million design-build highway interchange improvement project in Queens, New York. The project included five new construction bridges, six existing bridge replacements, a new ITS System, traffic signals, highway lighting and signage, and shared-use bike/ pedestrian path. Performed day-to-day construction oversight and engineering documentation of construction work and monitored project construction compliance with schedules, contract drawings, plans, and specifications. Managed project submittals, RFIs, NDCs, and change orders. Reviewed contractor’s request for payment, prepared and issued monthly construction estimates.

Mixed-Use High Rise Residential Building – Reviewed and assessed a $4.6 million claim against the contractor, the architect, and the engineer for defects and damages of the mix-use residential project. Prepared claim analysis for damage claims, reviewed contracts, project documents, and drawings for assessment of the likelihood of recovery from each party.

Waste Water Treatment Plant – Provided construction claim services to the general contractor to review and analyze delays in retrofitting an existing 80 million gallons per day waste water treatment plant in New York. This $39 million claim came as a result of delays in the mechanical and plumbing work of the project associated with multiple change orders and utilities’ coordination. Assisted in change order document review, CPM schedule analysis, and identification and investigation of mitigation.
